It starts from the word Om/Aum, a spiritual word used in almost every mantra.
It gives the invocation to Lord Rudra who takes Avatar from a request of Brahma and also takes 11 incarnations from Kashyap and Surabhi to save the world.

There is two incident in which they take this Avatar.
Once at the starting age of the Universe, by Brahma, they appear. They give life to Brahma and improve the world's control.
In another incident, when heaven is heavily attacked by demons, and Devtas request Kashyap to solve the problem.
Kashyap meditate on Lord Shiva and penance for a long time to solve the situation. By his penance, Lord Shiva appears by Kashyap and Surabhi as an 11 Rudra avatar.
